Scope and costs to clarify

The published discovery fee covers the map, plan, prototype, checklist, and implementation proposal. A clickable prototype is not a production portal. Production implementation is a separate engagement, with its own scope and acceptance. Hosting, authentication, storage, email, and other usage-based services are separate.
